{"id":263375,"date":"2023-02-06T12:20:36","date_gmt":"2023-02-06T17:20:36","guid":{"rendered":"http:\/\/thechinaproject.com\/?p=263375"},"modified":"2023-02-10T17:11:25","modified_gmt":"2023-02-10T22:11:25","slug":"the-u-s-shot-down-a-surveillance-balloon-from-china-and-cancelled-a-planned-visit-by-antony-blinken-to-beijing","status":"publish","type":"post","link":"https:\/\/thechinaproject.com\/2023\/02\/06\/the-u-s-shot-down-a-surveillance-balloon-from-china-and-cancelled-a-planned-visit-by-antony-blinken-to-beijing\/","title":{"rendered":"Downed spy balloon leads to cancellation of U.S.-China talks"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">On Saturday, February 4, the U.S. Department of Defense (DoD) <\/span><a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3288543\/f-22-safely-shoots-down-chinese-spy-balloon-off-south-carolina-coast\/\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> that one of its Air Force F-22 fighter jets had \u201csafely shot down a Chinese high-altitude surveillance balloon\u201d with a Sidewinder missile.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The balloon\u2019s payload \u2014 surveillance equipment, solar panels, and some type of navigational equipment \u2014 fell about 60,000 feet into the Atlantic Ocean, in U.S. territorial waters about six miles off the coast of South Carolina, where U.S. Navy and Coast Guard vessels are trying to recover the debris.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The DoD said \u201cU.S. officials\u201d first detected the balloon on Saturday, January 28 when it entered U.S. airspace near the Aleutian Islands between Alaska and Russia. It drifted over Canada, and by February 1, residents of Billings, Montana had spotted the balloon and started uploading photos and video of it <\/span><a href=\"https:\/\/twitter.com\/ckdoak\/status\/1621278876814184449\"><span style=\"font-weight: 400;\">to social media<\/span><\/a><span style=\"font-weight: 400;\">. According to the DoD, that same day President Joe Biden had ordered the Air Force to shoot the balloon down, but the action was delayed until the balloon was above the sea to minimize risk to human life and property.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But even before the balloon went down, it had already sunk a visit to Beijing by U.S. Secretary of State Antony Blinken that was scheduled for the weekend.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On February 3 the White House<\/span><a href=\"https:\/\/www.reuters.com\/world\/china-expresses-regret-that-civilian-airship-strays-over-us-2023-02-03\/\"> <span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> that \u201cit was not appropriate\u201d for Blinken to travel to China \u201cat this time,&#8221; and called the presence of the balloon in U.S. airspace \u201ca clear violation of our sovereignty as well as international law,\u201d while acknowledging the Chinese Foreign Ministry\u2019s <\/span><a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xwfw_665399\/s2510_665401\/202302\/t20230203_11019484.html\"><span style=\"font-weight: 400;\">statement<\/span><\/a><span style=\"font-weight: 400;\"> of regret.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beijing said that balloon had \u201cdeviated far from its planned course\u201d and called it a \u201ca civilian airship used for research, mainly meteorological, purposes,\u201d but many Chinese social media users<\/span><a href=\"https:\/\/thechinaproject.com\/2023\/02\/03\/weibo-reacts-to-chinas-wandering-balloon-over-u-s\/\"> <span style=\"font-weight: 400;\">seem doubtful about this explanation<\/span><\/a><span style=\"font-weight: 400;\">. (China\u2019s Foreign Ministry has also <\/span><a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/2511_665403\/202302\/t20230206_11020388.html\"><span style=\"font-weight: 400;\">acknowledged that a second balloon<\/span><\/a><span style=\"font-weight: 400;\"> seen over Latin America is also from China, and said that it had also blown off course.)\u00a0<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">The balloon was not a threat but it wasn\u2019t a good look for China or for Biden<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Blinken\u2019s visit was unlikely to have led to any significant breakthroughs or immediate changes in the deteriorating U.S.-China relationship, but that relationship is now a little worse than it was before the balloon fiasco.\u00a0<\/span><\/p>\n<figure id=\"attachment_263377\" aria-describedby=\"caption-attachment-263377\" style=\"width: 1200px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-263377 size-large\" src=\"https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-1200x675.jpg\" alt=\"\" width=\"1200\" height=\"675\" srcset=\"https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-1200x675.jpg 1200w, https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-500x281.jpg 500w, https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-768x432.jpg 768w, https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-1536x864.jpg 1536w, https:\/\/thechinaproject.com\/wp-content\/uploads\/2023\/02\/shoot-Alex-Santafe-The-China-Project-23-02-0-11-3-2048x1152.jpg 2048w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><figcaption id=\"caption-attachment-263377\" class=\"wp-caption-text\">Illustration for The China Project by Alex Santaf\u00e9.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The DoD statement\u00a0 also said that Chinese balloons had \u201cbriefly transited the continental United States at least three times\u201d during the Trump administration, and that the balloon was of limited intelligence value to Beijing, and did not constitute a military threat.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So it seems likely that the decision to shoot the balloon down may well have been taken because of the optics: With people in Montana <\/span><a href=\"https:\/\/www.nytimes.com\/2023\/02\/03\/us\/montana-china-spy-balloon.html\"><span style=\"font-weight: 400;\">promising<\/span><\/a><span style=\"font-weight: 400;\"> to shoot it down <\/span><a href=\"https:\/\/twitter.com\/txiokatu\/status\/1621312287402332161\"><span style=\"font-weight: 400;\">with their own guns<\/span><\/a><span style=\"font-weight: 400;\"> and Republicans criticizing Biden for allowing the balloon into the U.S. and not immediately destroying it, events were driven by ranting on American cable news shows and on Twitter.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That does not bode well for U.S. decision making on China.
